Ex-NEVEC Commander was a former NEVEC employee and Commander of the Ex-NEVEC actions on E.D.N III. It is likely he took part in the Frontier Project since he broadcasts his message to all humans about NEVEC saying "I use to work for NEVEC believing their mission was to help mankind, I then realized it was a lie", speculating he is Joe.
